As a thoroughly modern phenomenon, as elsewhere, the ‘national’ question in Iran, as a question of identity, rights and civil and democratic liberties, finds its roots in the construction of the modern state: that is, in the policies of territorial centralism and construction of a uniform Iranian national identity, pursued by force by the first Pahlavi state from 1926 to 1941, and then, after a short lull, again by the second Pahlavi state and continued up to 1979. The Iranian Revolution and the downfall of the monarchy effectively did nothing to change this dynamic.
All this emphasis on the importance of Islamic idealism in IRI’s constitution does not mean that the Islamic Republic of Iran has fulfilled those principles totally. There are, in fact, some religious considerations according to which Islamic idealism can be superseded by a more realistic foreign policy. 12 Both principles imply that under particular conditions some of Islam’s basic requirements can be ignored to serve the interests of the whole Muslim community. 13 However, these cases cannot be generalized as the basic tenets of the IRI’s foreign policy.
However, national security itself is a dependent variable influenced by domestic or international factors. While in most cases a state’s national security is threatened by foreign challenges not related to the nature of its foreign or domestic policies, there are cases when the nature and the orientation of the state’s foreign policy can lead to the rise of foreign challenges that could threaten its national security. In other words, a country’s national security can be challenged as the result of its performance at the international, regional or even domestic levels.
